Our client, a company whose mission is to manage, operate, and maintain various transportation infrastructures, with activities spanning engineering, construction, and maintenance operations, is currently seeking a Civil Engineering technician for the Construction Department to further enhance the quality and efficiency of its services.
Nature of position
Reporting to the Construction Manager, you will be responsible for supporting the management of construction contracts and assisting construction managers, as needed, in monitoring on-site work. You will provide support to engineers responsible for construction contracts, particularly in monitoring work quality, planning, budget and cost control, schedule compliance, analyses, and the processing of claims and amendments. You will be responsible for performing various technical and administrative tasks related to the monitoring of the company's construction contracts. You must ensure the quality of services provided by contractors assigned to work supervision and quality assurance by conducting service evaluations. Additionally, you will contribute to the development and implementation of new tools aimed at improving contract and project management. In this capacity, you will be responsible for:
- Support construction managers in their tasks by providing advisory support and ensuring technical and administrative assistance, including document preparation and review, information research, data compilation, and preparation of follow-up reports as needed ;
- Provide technical expertise in monitoring the contracts of consultants mandated by the organisation and ensure their proper execution by verifying compliance with the terms of reference (quality, scope of services, costs, and schedules), in collaboration with construction managers ;
- Act as on-site support for the project team and serve as a point of contact, particularly with CN and MTMD representatives conducting major work simultaneously with the company’s projects ;
- Identify issues and problematic situations for construction managers, suggesting solutions and recommendations ;
- Assist in preparing authorizations for additional work (change notices and amendments) ;
- Visit construction sites, alongside construction managers and contractors, to perform qualitative inspections of work acceptance at established intervals ;
- Conduct site visits and targeted inspections of structures upon request ;
- Assist in preparing terms of reference for awarding contracts to supervision firms, testing laboratories, and consulting experts ;
- Review and analyze bids and service offers, as well as prepare bid analysis tables ;
- Review, comment on, and track the issuance stages of final plans ;
- Prepare various reports, charts, and analyses for the Construction Department’s needs ;
- Verify contractor and consultant payment requests ;
- Participate in the technical review of construction contract plans and specifications ;
- Assist in processing and updating the database of recommendations ;
- Analyze internal processes and work tools, proposing measures to optimize efforts of internal and external collaborators and improve efficiency ;
- Participate in various project management committees based on strategic priorities and provide technical assistance to the project team ;
- Collaborate with different stakeholders from other company departments ;
- Perform any other related tasks or responsibilities.
Required qualification
- College-level diploma in civil engineering technology ;
- Minimum of 5 years of relevant experience in civil engineering or solid knowledge of standard civil engineering practices, typically acquired through a combination of education, training, and experience ;
- Minimum of 3 years of experience in supervision or inspection in the field of rehabilitation/construction of civil engineering structures in concrete and steel ;
- Familiarity with the MTMD's Standard Specifications and General Conditions, as well as federal and provincial regulations and standards related to roads, bridges, viaduct structures, environment, and health and safety on construction sites ;
- Strong writing skills and good understanding and interpretation of technical plans and specifications ;
- Excellent oral and written communication skills in French and a good command of English (oral and written) ;
- Proficiency in Microsoft Office Suite: Excel, Word, Outlook, and advanced knowledge of MS Project ;
- Holder of an ASP Construction site safety card ;
- Possession of a Class 5 driver's license ;
- Ability to work at heights or in confined spaces and use various PPE according to procedures (harness, respiratory masks, etc.) ;
- Experience with engineering consulting firms or companies specializing in road infrastructure (asset) ;
- Skills in estimating work on civil engineering structures and roadways (asset) ;
- Knowledge of AutoCAD for computer-aided design (CAD) (asset).
