Project Director

Our client, a company whose mission is to manage, operate, and maintain various transportation infrastructures, with activities spanning engineering, construction, and maintenance operations, is currently seeking a Project Director for the Projects Directorate to further enhance the quality and efficiency of its services.

Nature of position

Reporting to the Senior Director, Projects, you are responsible for the overall management of the execution of a set of projects aimed at ensuring the longevity of the Québec Bridge, throughout all phases of these projects, from preliminary design to project completion. Your overall responsibility includes ensuring compliance with established budgets and schedules for all contracts (engineering, construction, supervision, quality control, communication) related to the project portfolio. Project management also includes planning, document management, communications management, procurement, monitoring of professional service mandates and construction contracts, as well as quality assurance process oversight. You also act as a coordinator with the directors of various departments (Diagnostics and Planning, Engineering, Construction, Administration, Legal Affairs, and Communications) to ensure the allocation of resources necessary for the successful execution of the projects. In this role, you will :

  • Be responsible for the project office and all planned project activities aimed at ensuring the sustainability of the Quebec Bridge structure ;
  • Manage the project office and all activities related to the planned projects ;
  • Build relationships with stakeholders and partners ;
  • Participate in the preparation process for annual investment budgets, operating expenses, and the development of the company’s five-year plan by providing relevant data ;
  • Collaborate with other Project Directors to ensure consistency in management methods ;
  • Plan, oversee execution, and monitor the overall progress of deliverables, costs, forecasts, and schedules for all associated professional service and construction contracts ;
  • Ensure teamwork in carrying out assigned tasks ;
  • At the project initiation phase, be responsible for producing a project charter and a project plan while ensuring collaboration with functional departments ;
  • Train and lead, through leadership, the project team in a matrix mode, using resources from multiple departments (team of engineers and other human resources assigned to different project phases) to deliver projects under their management in line with scope, schedule, budget, and quality standards ;
  • Work with directors of various departments to ensure necessary resources are allocated to projects and that technical and administrative needs are met ;
  • Supported by the Project Coordinator and PCO, regularly convene project team members and decide on project progress steps ;
  • Manage risks related to quality, timelines, or project budget compliance, and approve, in accordance with guidelines, all changes to engineering and construction contracts within the project's budget envelope ;
  • Manage personnel, including coaching, priority setting, fostering a culture of collaboration and rigor, and promoting a respectful work environment ;
  • Compile a report on various aspects of the project (technical, contractual, management, etc.) upon project closure ;
  • Perform any other duties consistent with your role.

Required qualification

  • Bachelor’s degree in engineering (civil engineering is an asset) ;
  • Minimum of 15 years of project management experience, including 5 years as a Project Director in the construction field for large-scale projects ;
  • Relevant experience in managing multidisciplinary teams or team leadership experience ;
  • Be a member in good standing of the Ordre des ingénieurs du Québec (OIQ) ;
  • Hold an ASP Construction site safety card ;
  • Possess a valid Class 5 driver’s license ;
  • Proficiency in the Office Suite: Excel, Word, Outlook, Access, and MS Project ;
  • Master’s degree in project management (asset) ;
  • PMP certification (asset) ;
  • Experience in an equivalent role in a government or semi-government organization (asset) ;
  • Experience with consulting engineering firms and/or contractors in the field of road infrastructure (asset) ;
  • Experience in "Design Build Projects" (asset);
  • Excellent communication and interpersonal skills .
