Division Head - Infrastructure

Our client, a rapidly growing city located in the Montérégie administrative region, offering both the tranquility of suburban life and the benefits of a large city, is currently seeking a Division Head - Infrastructure for its Engineering Department.

Nature of position

Under the supervision of the Director of the Engineering Department, your primary mandate will be to plan, coordinate, and oversee various civil engineering projects carried out by your department. Additionally, you will prepare various estimates and reports, assist the Director of the Engineering Department in the development of programs, and supervise and coordinate the work of civil engineering technologists. In this capacity, you will be responsible for:

  • Plan, coordinate, and manage construction and rehabilitation projects for infrastructures assigned to you (pipelines, road networks, bridges, parks, green spaces, etc.) ;
  • Prepare plans, specifications, and tender documents for various engineering projects, ensuring compliance with schedules and budgets ;
  • Develop and submit various technical reports, cost estimates, and preliminary analyses required by the department ;
  • Collaborate in the preparation of the Engineering Department's budget and the three-year capital investment program ;
  • Handle complaints and requests received by your department, analyze the demands, implement necessary corrections if applicable, and communicate with applicants to provide relevant information and, where possible, achieve satisfaction;
  • Assist your immediate superior in the preparation and development of various programs related to municipal engineering ;
  • Advise and assist the city's various departments in the execution of projects requiring engineering components ;
  • Oversee the administrative follow-up of ongoing projects (progress payments, change notices, deficiency lists, etc.) ;
  • Be responsible for the supervision and daily management of civil engineering technologists, ensuring task coordination and providing necessary support to achieve the city's objectives ;
  • Participate in site meetings, coordination sessions, and committees related to ongoing projects, representing the city when required ;
  • Analyze technical issues with developers, engineering firms, government agencies, or other stakeholders during project execution, and develop and recommend solutions ;
  • Process and approve requests for oversize load transport permits and territory occupation permits ;
  • Perform any other tasks consistent with your role.

Required qualification

  • Hold a bachelor's degree in Civil Engineering or other relevant engineering training ;
  • Have a minimum of 5 years of relevant experience ;
  • Experience in the municipal sector (an asset) ;
  • Experience in personnel management (an asset) ;
  • Hold a Health and Safety Training Certificate for construction sites (ASP) ;
  • Advanced proficiency in Microsoft Office Suite software (Outlook, Word, and particularly Excel) ;
  • Knowledge of calculation software specific to civil engineering ;
  • Hold a valid Class 5 driver's license.
