Our client, an organization representing municipalities of all sizes and regions across Quebec, works daily to represent the interests of its members to governments. Additionally, it offers an expanding range of services and commercial privileges, ensuring that its members are the best-informed in the municipal world through its publications, activities, and training. They are currently seeking a Procurement Technician for their Member Services, Procurement, and Insurance department.
Nature of position
Under the supervision of the Director of Member Services, Procurement, and Insurance, and in collaboration with advisors, you will support the management by conducting market research and drafting call for tender documents in accordance with procurement and contract management policies, regulations, and procedures of the organization. Your expertise in the field and your desire to make a positive impact will enable you to play a key role in facilitating the contract management processes of member organizations and promoting economies of scale for the benefit of citizens. In this role, you will:
- Conduct research on services, products, and laws related to the department’s mandate;
- Collaborate in preparing membership campaigns for municipalities in purchasing groups;
- Prepare work schedules to meet contractual obligations;
- Prepare call for tender documents for products or services, including tables, appendices, and forms;
- Publish on SEAO and draft addenda if necessary;
- Participate in the analysis of administrative and technical compliance;
- Assist in preparing documents for contract awards;
- Provide after-sales service to members by supporting them in finding solutions to existing or anticipated issues;
- Prepare periodic reports detailing the results obtained for each product and service based on objectives;
- Participate in developing new products and services by conducting market studies;
- Maintain relationships with suppliers;
- Monitor the market for the organization’s various products and services to ensure competitive practices;
- Assume any other responsibility assigned by the immediate supervisor.
Required qualification
- DEC in administration or any other relevant training;
- Minimum of two (2) years of experience in the municipal sector, procurement, or a related field;
- Good knowledge of procurement laws and regulations and techniques for drafting call for tender or specification documents;
- Familiarity with the SEAO platform and member management software (an asset);
- Excellent command of Microsoft Office 365;
- Excellent command of French (spoken and written);
- A collaborative approach and the ability to develop and maintain good relationships with colleagues, municipal officials, and external suppliers;
- Political sensitivity and demonstrated autonomy;
- Great curiosity and intellectual rigor.
